What does the plus sign mean? Does that just mean dial whatever to get an open line (e.g. 1)?

The time difference is +6 hours. So 9PM in NYC is 3AM in Basel. But call whenever. The plus sign means "dial whatever you need to get an international line." In the US, I THINK that is 011. And finally, I love lime sorbet!!
